The talk page KockaAdmiralac linked seems to be restricting sitewide notices, I may be wrong but I don't think it really refers to any fixed-position element.

Well, Fandom did approve the update to BannerNotification. I guess I am not clear on what the significant difference between the two is. It looks to me like they are using the same system.
Probably because BannerNotification is more for other dev scripts to use, instead of Banner which allowed wikis to add banner content in a MediaWiki page.
In my opinion, though, userpages shouldn't have banners anyways.
What’s the difference between Banner and BannerNotifications though?
I think Banner is for showing sitewide notices such as "Next week we hold a competition" while BannerNotification is for a script's momentary messages like "Page updated successfully".
So, basically, it sounds like the only difference is the intended use.
